Planning reports



Planning reports ("Certificats d'urbanisme") are informative documents that are issued on request by the local authority in which the property is located. These documents can be requested before starting building work or buying a piece of land, to check the full planning status of the property.

In Wallonia, there are two types of planning reports:

 

  • Report No. 1 ("Certificat de type 1")

  • In this document, the local planning office gives general information about the property.
    This may include land registry references, the boundaries of the plot, the land use designation on the development plan (type of land use area), whether the plot can be used to build a private dwelling, whether the authorities have a priority purchase right over it, etc.


  • Report No. 2 ("Certificat de type 2")

  • The 2nd type of report is more specific and asks the local authority to express its opinion regarding a building project. In addition to the information contained in Report No. 1, it will assess the feasibility of a real estate project and will indicate whether it is compatible with current planning and building regulations.

A planning report does not, under any circumstances, dispense with the need to apply for planning permission, although it is advisable to enclose it with any subsequent planning applications. In fact, some formalities, such as the public inquiry, will not be repeated if they have already been carried out when the report was requested.

The local authority has 75 days from receipt of the request in which to issue the report.

NB:
Planning reports have nothing to do with the planning certification procedure ("Procédure de certification urbanistique").

  • Planning reports are a request for planning information.
  • The planning certification procedure is a check by the local or regional authority that building work already carried out is compliant with the planning permission granted.
